海口桂林洋经济开发区于1991年成立，是海南省“五大”省级开发区之一，2012年4月由农垦系统整建制移交海口市属地化管理，2017年4月29日获海南省政府批准为首个省级“高新技术产业开发区”。桂林洋开发区拥有东海岸最优质生态、最具开发潜力的岸线资源，规划面积61950亩，是规划建设的江东新区的核心区域和起步区所在地。根据江东新区规划，桂林洋开发区辖区规划有滨海生态总部聚集中心、国际离岸创新创业组团、国际高教科研组团等三大组团。

   As one of the five major provincial development zones in Hainan Province, Haikou Guilinyang Economic Development Zone was founded in 1991. Guilinyang was transferred from the agricultural reclamation system in April 2012, and then locally governed by Haikou. On April 29, 2017, it was approved by the Hainan Provincial Government as the first provincial-level "High-tech Industrial Development Zone". Guilinyang Development Zone possesses the best ecological and most potential shoreline resources on the east coast, with a planned area of 61,950 acres. It is the core and starting area of the planned Jiangdong New Area. According to the plan of Jiangdong New Area, Guilinyang Development Zone is set to have three groups: Binhai Ecological Headquarters Gathering Center, International Offshore Innovation and Entrepreneurship Group, and International Higher Education and Research Group.

  开发区位于海口市东海岸江东组团规划核心区域，距海口市中心10公里，距海口美兰国际机场4公里，距东环铁路海口新站14公里；东连东寨港红树林保护区，南部毗邻美兰国际机场，西接江东组团东营片区，北邻琼州海峡，具有得天独厚的区域优势，是江东新区经济发展的主战场。

The development zone is located in the core area of the Jiangdong, the east coast of Haikou, 10 kilometers away from the downtown, 4 kilometers away from Haikou Meilan International Airport, and 14 kilometers away from Haikou New Station which belongs to East Ring Railway. It is adjacent to Dongzhai Port Mangrove Reserve in the east, Meilan International Airport in the south, Dongying area of Jiangdong Group in the west, and Qiongzhou Strait in the north. With the unique regional advantages, the development zone has been the main battlefield for the economic development of Jiangdong New Area.

As the core and starting area of the Jiangdong New Area, the development zone follows the principle : making ecology as the foundation to create an excellent global ecological environment; taking people as the foundation and the center to create a beautiful space that meets the needs of the new era; evolving an international free trade industrial system based on opening up. We are sparing no effort to promote the planning and construction of the Binhai Ecological Headquarters Gathering Center, the International Offshore Innovation and Entrepreneurship Group, and the International Higher Education and Scientific Research Group.
